This complex musical contains many layers of drama masked by comedy and absurdism. The play uses the musical comedy form to comment on the complexities of environmental regulation and its interaction with business concerns, calling for moderation in both. The lighting for this production showed Bobby and the rebel poor as the heroes until the very end of the play, where it is revealed that their management of the water has failed and made things much worse. The use of bright colors and bold gestures made the rebellion seem like a good thing until the end of the show.
